Second, pursue approaches, carbon-intensive producers within cost-imposing jurisdictions are a relative competitive disadvantage compared jurisdictions. Carbon border adjustments clubs respond to spillovers, but divergent one alone cannot address spillovers. also consider dynamics arising clubs; potential encourage upward harmonization policy, come risks. Further, pressures international competition may result subsidy races, attendant risks benefits.
